With 13 years of experience at Mt. Auburn Associates, Devon is a senior leader at the firm overseeing multiple projects, primarily evaluations. She has strong expertise in economic, community, and workforce development with a primary focus on evaluation and a secondary focus on strategic planning for organizations and regions. Her experience includes evaluation, sector analysis, strategic planning, and organizational design.
Ms. Winey serves as the project lead on both Boston’s SkillWorks Phase II and Workforce Solutions Collaborative of Metro Hartford. For these projects, Devon has conducted stakeholder interviews, developed customized interview protocols, and synthesized information in narrative evaluation reports for funders on a number of workforce partnerships. Devon is currently involved in the evaluation of Strong Cities, Strong Communities where she is evaluating the implementation of the new federal initiative in one of the six pilot cities, Cleveland. Devon plays a leadership role on the national evaluation of Living Cities’ Integration Initiative. There she has conducted key informant interviews during annual site visits as input to evaluative reports focusing on system change resulting from the initiative. Other relevant projects have included an evaluation of a successful nonprofit’s national replication strategy; an evaluation of a Massachusetts’ quasi-public’s technology innovation investment strategy; strategic planning guidance for a community development intermediary; strategic development for Connecticut’s One Stop system; a strategic and organizational plan for a Maine-based community development corporation; and a strategic plan for the city of Fall River, Massachusetts.
Devon previously worked at Monitor Company, a global strategic management consulting firm, where she consulted on operational and marketing strategies and played a leadership role in Monitor’s internal human asset management department. Devon holds an M.B.A. from Harvard Business School and a B.A., magna cum laude, in Economics and Political Science from Wellesley College.
